On top of everything listed here, I think one of Regei’s biggest downsides is the fact that his sets aren’t good for handling his biggest counter: ground types. Yeah, he’s got a good special and amazing speed, but most of his damage comes from electric type moves with stab and transistor. All someone has to do to shut him down is swap into something like Ting-Lu for example, who’s set can very easily shut down Regei even if he carries an air balloon to dodge Earthquake. Ting-lu is an extreme example of this too, as other ground types such as the diglet evolution line can just completely eat any lightning move Regei carries (which is typically volt switch and some other high power option).

Add on to this the fact that Regei’s sets are just not all that flexible. He goes first, gets a turn of set up, and then usually dies because of his lack of bulk. You COULD try to sweep, but you have to save him until you can weed out any ground types or resistant bulky mons in their backline who could just face tank a thunderbolt and even retaliate after a second one. And his support skills are, well, much to be desired.

Even then I think the biggest issue, out of everything here, is that people just know how to play against him. He isn’t an unknown quantity anymore, and he isn’t in the same meta that he once dominated in. Time is the greatest killer of Regei and it shows. Veterans know that he’s gonna carry Volt Switch and Electroweb bare minimum, as well as some option between Choice Scarf, Choice Specs, and Life Orb for his item. The surprise factor just isn’t there anymore, there aren’t any real threats he can pull out of left field since his whole threat was being fast and being deadly.

Another factor is that eleki benefited a lot from dynamax, the damage output of gigantamax eleki is insane. Tera isn’t as good as dynamax for eleki, atleast for vgc.

I always preferred regidrago but i loved how fast leki was they did nerf him and hes nir oart of gen 9 and there are other pokemon seeing better days so all that could be why plus dynamxing is now gone soo
